Alfred Pino, CGFM, President
Alfred has more than forty (40) years of experience administering and advising on complex cost reimbursement systems. Among other roles, he has served as an Auditor for the US Department of Defense, Cost Allocation Specialist for the US Department of Health and Human Services, Director of Finance for the New Jersey Department of Human Services, and high level financial and management consultant to state and local governments.
Alfred’s background includes significant experience in grants management, complex cost allocation programs and healthcare facility reimbursement. Alfred has a thorough knowledge of the various contracting mechanisms used by the federal government. As a Federal Cost Allocation Specialist he reviewed cost allocation plans for various entities including institutions of higher education, hospitals and government agencies. He has developed and implemented various rate setting systems and reimbursement methodologies for Medicaid and other human services programs administered by the State of New Jersey.
Alfred is also a highly experienced government manager. He is credentialed as a Certified Government Finance Manager by the Association of Government Accountants and is regarded as an expert in organizing and strengthening the overall management, structure and delivery of government services.
Joseph Pino, Director of Consulting Services
Since 1997, Joseph has held numerous positions with Pino Consulting Group, Inc. and currently functions as the Director of Consulting Services. He actively directs and participates in the delivery of services to clients and has experience in each service area offered by our firm. Joseph has significant experience developing comprehensive cost allocation and recovery programs. He also assists with the provision of various financial and management services to healthcare facility clients and has made significant contributions in developing and identifying complex revenue enhancement initiatives. On larger projects, Joseph assists with the coordination of resources and activities. He evaluates service delivery and develops strategy to encourage productivity, quality assurance and synergy among team members.
